District Report Card
Good decisions require more than a single number. The District Report Card brings Minnesota academic achievement, student outcomes, school-finance, enrollment, student-context and workforce data together in one district-centered tool. Snapshot provides a cross-domain overview of selected measures and comparison context, including district-reported K-3 early literacy screening where available. Use Academics to explore achievement, comparisons, gaps, trends and participation; use Students to examine student profile, needs, attendance, graduation and academic progress; use Finance to examine published Financial Profile measures and resource trends; and use Staffing & Enrollment to examine district scale, enrollment mobility and teacher-workforce trends. Use Insights to examine Academics, Attendance and Student Need together while keeping each source definition and reporting period visible. Integrated views place related measures side by side while keeping definitions, reporting periods and limitations distinct. Insights starts with a suggested analysis, then lets you choose the measures and relationship that matter to you.
How to read this report card
The District Report Card (DRC) is a collection of source-backed views of Minnesota school-district data. It brings related academic, student, finance, enrollment and workforce measures into one place while keeping each measure's definition, unit, reporting period and source context visible. DRC is a way to investigate a district, not a single grade or complete measure of district quality. No one chart, rank or comparison should stand in for the whole district.
A practical way to use DRC
- Choose a district. Search by name or number and verify the selected district shown in the control.
- Choose a tab. Snapshot is the quickest orientation; the other tabs provide domain-specific detail.
- Choose a report. Each tab has a report selector whose choices match the questions that report can answer.
- Use report-specific controls. Set the available year, grade, subject, metric, subgroup, outcome or comparison options for that report.
- Inspect charts and tables. Read the title, unit, period, legend, exact-value table and availability status before comparing values.
- Add context. Compare with geographic neighbors, similar districts, custom districts or the statewide reportable population when that context fits the question.
- Trace the evidence. Follow the report's source and methodology links when a definition, timing rule or missing value needs closer examination.
Navigation and common controls
Find district filters the district directory. The Selected district control confirms which district is the focus. The six tabs switch between Snapshot, Academics, Students, Finance, Staffing & Enrollment and Insights. Each tab's report selector is independent: a control such as Assessment year, Fiscal year, School year, Grade, Subject, Metric or Subgroup appears when the selected report uses it. Update report applies changed controls when a report provides that action.
Comparison reports use the comparison controls to choose Custom Comparison, Similar Districts, Geographic Neighbors or a statewide comparison where the report supports those choices. Custom comparison lets the user add or remove districts. Similar districts are selected by DRC's published comparison logic. Geographic neighbors come from the boundary context used by DRC. A statewide view uses its own reportable statewide population. The selected district is excluded from a peer list when the comparison set contains it, and duplicate peers are removed.
Exact values and detail tables expose the values behind a chart, including units, periods, source status and comparison counts. Finance reports that support it offer an Adjust for inflation toggle for eligible historical dollar series. A section permalink copies the selected report and section into a link. DRC also restores report and control state through browser Back and Forward navigation, so a user can inspect a detail view and return to the prior selection. Not every control appears on every report.
The six tabs and their report views
Snapshot
Purpose: Snapshot is the quickest cross-domain orientation for a selected district. Its active report is District Snapshot. The page places a compact District Comparison Profile beside four domain panels and keeps local peer and statewide context visible.
- Academic context. Snapshot presents MCA Reading Proficiency and MCA Mathematics Proficiency, plus a separate district-level K–3 FastBridge Early Literacy benchmark when a complete reportable seasonal aggregate is available. It helps answer, “What is the district's broad academic context?” and is a useful starting point before selecting a subject, grade or deeper academic report. Snapshot does not display an MCA Science card.
- Student context. Consistent attendance and four-year graduation provide a compact student-success orientation. Use these cards to decide whether Student Success Profile, Student Groups, Discipline Actions or Postsecondary Outcomes is the appropriate next view.
- Finance. General Fund spending per ADM and General Fund revenue per ADM provide resource context. They help a reader see the scale of reported resources before opening Revenue, Spending or the more specialized Finance views.
- Staffing and enrollment. Snapshot shows students per classroom teacher, average teacher salary and net open enrollment. These measures help a user understand district scale, workforce context and directional enrollment movement without treating any one as an explanation for another.
- Timing and comparison. The cards may combine an assessment year, school year and fiscal year. The comparison column follows the active peer setting, and Minnesota context follows the reportable statewide population for each measure. The differing calendars are part of the interpretation.
Academics
Purpose: Academics is the detailed assessment area. It is useful for moving from a broad question about achievement to a particular subject, grade, school, student group, assessment year or participation question. The live report selector contains the following active choices; Early Literacy is a Reading-specific view within this area and has its own district-reported FastBridge detail.
- Academic Snapshot. Presents District Academic Profile, District Context, Proficiency Trend, financial context, achievement distribution, multi-year direction and academic shape by subject and grade. Use it for a first detailed read of Reading, Mathematics and Science, with the relevant grade and subject controls in view.
- School Results. Presents reportable school-level MCA results, school comparison and the selected school's history. Use it when the district result raises a question about variation among schools. School results retain school grain; they are not district averages reconstructed from the displayed rows.
- District Comparison. Compares the selected district with the active peer set for the exact academic measure. Use it to ask how a district's selected subject and grade compare with neighbors, similar districts or custom peers. The comparison set and reportable count matter.
- Statewide District Ranking. Places the selected district in the statewide reportable order for the chosen measure. Use it to inspect statewide position, not as an automatic quality rating; the displayed subject, grade, group and assessment year define what is being ranked.
- District Trend. Presents the selected district's academic series across assessment years, with context where the report provides it. Use it to inspect direction and gaps between reportable years. Proficiency is not growth, and changes in assessment series, participation or student composition affect a trend reading.
- North Star Academic Achievement. Presents the accountability achievement measure for Reading or Mathematics, along with district, Minnesota and comparison context and student group detail where available. Use it when the question concerns Minnesota's accountability calculation. North Star Academic Achievement is not the same measure as MCA proficiency.
- Achievement Gap Analysis. Presents configured achievement differences between selected student groups and their comparison group for the selected academic measure. Use it to inspect differences in results, while remembering that suppressed or missing subgroup values cannot support a gap calculation.
- Approx. Cohort Path. Connects configured grade checkpoints across reported assessment years to show an approximate cohort path. Use it to examine a broad progression pattern. It is not matched-student longitudinal tracking and is affected by mobility, enrollment and changing student composition.
- MCA Participation. Presents participation context, districtwide rollups, core non-test share and selected-assessment history. Use it to understand how many expected students produced a valid result before interpreting proficiency or accountability achievement.
- Early Literacy / FastBridge Reading. Presents district-reported K–3 seasonal Reading benchmark results by school year and Fall, Winter or Spring window, with exact K–3 aggregate and grade detail. Use it for local early-literacy screening context. It is Reading-specific, district-level in the available DRC corpus, and not MCA proficiency or school-level FastBridge data.
Students
Purpose: Students describes who a district serves, what opportunities and outcomes are visible in the source records, and how selected student measures compare. It is useful when the question is about population, access, attendance, discipline, graduation or postsecondary pathways rather than an assessment score alone.
- Student Profile & Needs. Presents enrollment context and student-need counts or shares. Use it to understand the population a district serves and how reported needs vary across years or comparison districts. It is context, not a performance rating, and source suppression or missingness remains visible.
- Student Opportunities. Presents the available AP, IB Diploma Programme, concurrent-enrollment and CTE concurrent-enrollment measures, with totals or normalized display where the control supports it. Use it to examine access and participation in advanced or career-connected opportunities. An activity count is not automatically a count of unique students.
- Student Success Profile. Presents source-defined attendance, graduation, academic-progress and English-language proficiency-progress measures, with selected student context and comparison information. Use it for a broad student-outcome view; progress is not proficiency and graduation cohorts have their own timing.
- District Comparison. Compares the selected student outcome or context measure with the active district comparison set. Use it when the question calls for a peer view rather than a statewide position.
- Statewide Ranking. Shows statewide position for the selected reportable student measure and period. Use it to locate a district in the statewide population, not to turn a single outcome into a district judgment.
- Outcome Trend. Shows a sequence of reportable student-success observations. Use it to inspect movement over time while checking cohort definitions, follow-up periods and source coverage.
- Student Groups. Shows selected student outcomes or context by the available group categories. Use it to ask whether the overall result conceals different experiences across groups; missing or suppressed groups are not filled from another source.
- Discipline Actions. Presents unique affected students by action, rates per 1,000 included October 1 enrollment, trends and comparison context. Use it to inspect reported action patterns. Action types are not additive, and the source does not provide certified incident-reason detail in this report.
- Cross-Domain Relationship Explorer. Places selected student, academic, staffing or finance observations into a descriptive relationship view with source timing visible. Use it to investigate a question across domains before moving to the more configurable Insights workspace.
- Postsecondary Outcomes. Presents SLEDS public High School Graduates cohort outcomes such as college enrollment, persistence, completion, developmental education, workforce and other reported destinations. Use it to follow what graduates do after high school where the source supports the selected cohort and follow-up period. Recent or incomplete cohorts are not treated as mature completion results.
Finance
Purpose: Finance uses published MDE Financial Profile and related finance-source measures to explain resource levels, revenue, spending, fund position and special-education funding pressure. The fiscal year, denominator and source family should be read with every financial value.
- Financial Overview. Presents broad General Fund revenue, spending and per-ADM resource context. Use it for the first financial orientation before choosing a category-specific report.
- Revenue. Presents revenue categories, revenue per ADM and historical context. Use it to examine the scale and mix of reported revenue across fiscal years.
- Revenue Dependency. Shows how much General Fund revenue comes from local, state and federal sources, including shares and per-ADM context where reported. Use it to inspect the district's dependence on each source rather than treating total revenue as one undifferentiated amount.
- Spending. Presents category-level General Fund spending with per-ADM context. Use it to examine the level and composition of reported spending for a fiscal year.
- Spending Profile. Separates operating spending, capital spending and Annual Debt Service; shows historical trends, current-year detail and statewide per-ADM comparison, with an inflation-adjustable trend. Use it to distinguish recurring operations from capital activity and annual debt payments. Annual Debt Service is annual payment activity, not total outstanding debt.
- General Fund Financial Position. Presents General Fund balance, unassigned balance, other balance classifications, balance relative to operating expenditures, balance per adjusted ADM, cash, investments, total assets and liabilities, statewide context, historical trend and an inflation control. Use it to understand accounting position and reserve context over time. Fund balance is not simply cash on hand or automatically spendable money.
- Special Education - Overview & Trends. Presents the selected district's special-education financial measures and trend context. Use it to see the reported financial picture before opening the comparison or funding-coverage views.
- Special Education - District Comparison. Compares the selected district's special-education cross-subsidy measures with the geographic comparison set. Use it to inspect relative funding pressure; position is not a service-quality or efficiency ranking.
- Special Education - Funding Coverage. Presents expenditure and categorical-revenue coverage relationships. Use it to ask how reported categorical revenue covers reported expenditure under the source's definitions.
- Special Education - Gross vs. Adjusted Cross-Subsidy. Separates gross and adjusted/net cross-subsidy concepts. Use it when the question depends on the distinction between the reported gap before and after the source's adjustments.
- Special Education - District Detail. Presents district-level special-education detail and the applicable source context. Use it to inspect the exact district values behind a comparison or trend.
- District Comparison. Compares selected financial measures with the active district peer set. Use it for local context, checking the exact fiscal year and metric first.
- Statewide Comparison. Places the selected financial measure beside the statewide reportable population and median. Use it to understand statewide position, not to treat the median as a budget target.
- Financial Trend. Presents longitudinal financial measures and context. Use it to inspect how revenue, spending or related resource measures move across fiscal years.
- Forecast & Scenario Lab. Applies user-selected assumptions to a historical source-based baseline. Use it to ask “what if” questions about revenue, spending or balance paths. Scenarios are exploratory calculations; assumptions are not promises, adopted budgets or guaranteed forecasts.
Staffing & Enrollment
Purpose: This tab explains district scale, enrollment movement, student context and workforce composition. FTE and per-1,000 measures make raw staffing counts more comparable across districts of different sizes.
- Staffing & Enrollment Snapshot. Presents a compact district view of enrollment, adjusted pupil units, staffing, student context, compensation and mobility. Use it to establish scale before comparing staffing categories.
- Enrollment & Mobility. Presents enrollment, open-enrollment IN and OUT flows, net movement and related trends. Use it to inspect how students move into and out of a district. Directional flow describes enrollment records, not a family satisfaction survey or a reason for choosing a district.
- Student Needs. Presents the staffing-tab student context measures used for district comparison, such as reported special-education, free/reduced-price, English-learner and homelessness shares where available. Use it to place staffing and enrollment measures in the population context they serve.
- Teacher Workforce. Presents teacher FTE, salary, experience, degree mix, staffing ratios and licensed-staff continuity where the source supports them. Use it to understand the composition and stability of the reported workforce.
- Staffing Mix Comparison. Compares staffing categories and their shares or normalized values across the active district set. Use it to inspect allocation patterns, not to infer staffing quality or adequacy from a category share.
- District Comparison. Compares the selected staffing or enrollment measure with the active peer group. Use it when district-to-district context is more useful than a statewide position.
- Statewide Comparison. Shows statewide context for the selected staffing or enrollment measure. Use it to locate a district among reportable districts for that exact measure and school year.
- Staffing Depth. Presents staffing composition, stable support roles and teacher-subject FTE using FTE per 1,000 adjusted ADM. Use it to inspect the amount and composition of staffing relative to district size instead of treating raw staff counts as directly comparable.
Insights
Purpose: Insights is an exploratory analysis workspace. It lets users assemble a custom view from source-backed DRC measures and inspect how those measures appear across selected districts. Start with a theme or question, choose measures, add or remove measures, choose or modify comparison districts, inspect the visual relationship, review exact values, and follow the source report when deeper context is needed.
The curated themes are practical starting points rather than a fixed list of conclusions: Academic performance, attendance and student needs; Academic performance and discipline; Discipline, attendance and student needs; Enrollment movement and academic performance; Academic performance, spending and staffing; Postsecondary outcomes and prior academic performance; Staffing stability and student outcomes; Reading performance and chronic absenteeism; and Academic performance and instructional spending. A theme supplies a sensible starting arrangement; the user can change the measures.
Custom measures follow the current hierarchy: Academics / Reading, Academics / Mathematics, Academics, Students, Enrollment, Staffing, Finance and Postsecondary. The available measures include academic performance and progress, attendance and discipline, student-need shares, enrollment movement, spending and revenue per adjusted ADM, classroom-teacher staffing, licensed-staff continuity, workforce measures, graduation, college enrollment and Minnesota employment. Reading is a conceptual parent with separate MCA Reading Proficiency and FastBridge Reading child measures. They remain separate. Insights never manufactures a synthetic Reading score and never merges MCA and FastBridge into one value.
Insights is especially useful for exploratory questions such as: whether districts with different staffing intensity also show different academic outcomes; how spending per student appears alongside another measure; whether attendance and academic outcomes appear to move together; how enrollment or student-need context relates to another district measure; and whether a visible pattern changes after the comparison group changes. These are questions for investigation, not conclusions supplied by DRC. A relationship or association does not establish causation, and Insights does not claim that X causes Y.
The comparison set matters. A pattern among geographic neighbors may look different among similar districts, custom-selected districts or a broad statewide set. Choose peers that fit the question and read the selected-district and comparison labels carefully. Charts summarize relationships visually; the exact-values table exposes the underlying source-backed values. Review that table before drawing a conclusion from visual distance alone. Missing or suppressed values are not plotted as zero, source definitions and units remain distinct, and the linked underlying reports provide the deeper interpretation.
How to interpret values
- Per student divides a reported amount by the source-defined student denominator. Per ADM uses the source's Average Daily Membership denominator; it is not the same as dividing by a one-day enrollment headcount.
- Adjusted ADM describes published membership over time for Minnesota funding and Financial Profile reporting. It is useful for resource comparisons, but it is not a count of students present on one day. FTE means full-time-equivalent staffing; an FTE is a workload measure, not a headcount.
- Statewide median is the middle value among reportable districts for the same measure and period. A median is not an average and does not say why districts differ.
- Comparisons and rankings describe positions in a selected group or statewide reportable population. Geographic neighbors touch the selected district in the mapped comparison layer; Similar Districts use the displayed similarity factors; and Custom Comparison uses districts chosen by the user. Peer lists are de-duplicated and exclude the selected district. Higher or lower position is not automatically better or worse, and no comparison establishes causation.
- Trends show a sequence of reported observations. A one-year snapshot describes one period. Look for source gaps, assessment-series changes, cohort changes and reporting windows before treating a line as a long-term change.
- Not reported, suppressed, missing, not applicable and unavailable are different source states. The Report Card does not turn them into zero or fill them with another year or group. Exact-value and detail tables show the underlying displayed value, unit, period, source status and comparison count behind a visual.
- Inflation adjustment changes eligible historical dollar charts to the latest displayed CPI-covered year’s dollars. It helps compare purchasing power across years; it does not change the source records, percentages, counts or every monetary value.
- MCA is Minnesota’s state assessment. Proficiency follows the published subject, grade, achievement/performance level, participation and suppression rules. FastBridge Reading is a district-level K–3 screening benchmark shown by school year and Fall, Winter or Spring window. It is not MCA proficiency, does not describe individual growth, and is not a school-level FastBridge result in this tool.
Methodology and sources
The Report Card uses public aggregated Minnesota education records. Minnesota Department of Education assessment, enrollment, student context, attendance, discipline, financial and workforce records supply the source observations. Minnesota North Star records supply student success measures. Minnesota Statewide Longitudinal Education Data System (SLEDS) public High School Graduates reports supply postsecondary outcomes. District Local Literacy and READ Act reports supply the FastBridge reading observations. Each measure keeps its source period, population, unit, reportability and suppression or missing-data state.
Source philosophy and data handling
DRC keeps source definitions wherever possible. Its transparent calculations support comparisons, source-defined normalization, medians, ratios and derived views when the inputs are reportable and the transformation is documented. A value calculated by DRC should not be mistaken for a value published by the source. DRC does not silently impute missing or suppressed observations, convert unavailable values to zero, or borrow a value from another year, population or district.
Datasets use different calendars and update schedules. Assessment year, fiscal year, school year, reporting year and graduating-cohort follow-up year can all appear in one cross-domain view. DRC labels those periods and explains material alignment decisions. When a comparison uses different source periods or populations for descriptive context, that alignment does not create a same-cohort result or a causal conclusion.
MCA academic methodology
MCA results come from MDE public assessment data and report the source-defined proficiency or achievement level for the selected subject, grade, assessment year and student group. Reading and Mathematics use the applicable MCA/MTAS achievement or performance definitions; Science follows the science assessment series and its reportable grades. Different MCA series are not treated as one uninterrupted scale. A proficiency percentage describes the share of the published tested population meeting the applicable standard; it is not a growth measure.
Participation counts and percentages appear when the source supplies the required fields. Participation matters because a result describes only the students represented in the published assessment and because Minnesota accountability calculations use participation-related rules. Suppressed, missing and unavailable student-group results are not reconstructed. DRC keeps district and school results at their source grain rather than blending school rows into a replacement district result. Minnesota has no statewide MCA testing result for 2020.
The Approx. Cohort Path connects configured grade checkpoints across reported years. It is a descriptive path through district-level observations, not matched-student longitudinal growth. Mobility, enrollment changes, student composition and assessment-series changes can all affect the path. North Star Academic Achievement uses its own accountability definition and is not interchangeable with MCA proficiency.
FastBridge Reading methodology
FastBridge Reading uses district Local Literacy Plan and READ Act reporting supplied through the DRC READ Act data service. In the available DRC corpus it is Reading-specific and district-level. The source records identify the school year, Fall/Winter/Spring screening window, grade, screening tool, screened count and count at or above the reported benchmark. DRC does not claim school-level FastBridge results when the source record is district-level.
The K–3 aggregate is the sum of reportable Kindergarten through Grade 3 students at or above the district-reported benchmark divided by the sum screened for the same school year and screening window. Grade percentages are not averaged. All four grades need reportable screened and benchmark counts, and a benchmark count cannot exceed the screened count. Missing, suppressed or incomplete grade rows produce an unavailable aggregate rather than an inferred value or zero.
FastBridge screening has seasonal window semantics and benchmark definitions that differ from MCA's statewide assessment year, standards-based proficiency definition and participation rules. A Fall-to-Spring percentage-point change is aggregate movement, not individual-student growth. FastBridge does not equal MCA proficiency, and DRC does not average the two assessments or create a combined Reading score. Snapshot uses the latest complete districtwide K–3 aggregate; Academics shows seasonal and grade detail; Insights exposes FastBridge Reading as a separate source-backed child measure under the Reading concept.
The FastBridge source links are included because these observations are locally reported rather than a normal MDE statewide assessment feed. District Local Literacy Plan and READ Act documents provide provenance for the assessment window, benchmark wording and local reporting context. The source link shown with an Academics result identifies the district document, source document name and fingerprint when those fields are supplied.
Students methodology
Student context and needs use source-defined enrollment populations for counts and shares. Enrollment and ADM denominators retain their source definitions; a percentage is not silently converted into a count or vice versa. Student Opportunities uses MDE Rigorous Course Taking reports, with same-year grades 9–12 enrollment for normalized views. AP student counts are exam-takers; AP and IB exam counts and concurrent-enrollment counts and credits are activities, not percentages of unique students. PSEO institution totals do not become a district value when the source does not provide district-level PSEO results.
Student Success uses source-defined attendance, graduation, academic progress and English Learner Progress populations. Discipline rates use unique affected students and the included October 1 enrollment denominator; action types are not additive. SLEDS outcomes use the public High School Graduates cohort and the exact category and follow-up period reported by SLEDS. The SLEDS cohort is different from the MDE graduation-rate cohort. Mature completion and out-of-state or workforce follow-up have source-specific timing. Unknown workforce status is not the same as unemployed, and suppression is not a zero.
Staffing & Enrollment methodology
Staffing and enrollment measures use source-specific MDE enrollment and Open Enrollment records, MDE Adjusted Pupil Units, NCES CCD LEA staffing records, and published PELSB teacher-workforce and STAR Staff Employment records. FTE means full-time-equivalent workload, not a headcount. Per-1,000 measures divide the source staffing quantity by the stated enrollment or adjusted-ADM basis and multiply by 1,000. Normalization helps compare districts of different sizes, but it does not erase differences in grade span, assignment, program mix or source coverage.
Teacher Workforce keeps salary, experience, degree mix, classroom teacher FTE and licensed-staff continuity as distinct measures. Degree mix uses the established PELSB degree categories; continuity compares the source-defined active workforce snapshot with the prior school-year snapshot and is not a staffing-level measure. Staffing Depth groups NCES composition, PELSB stable-support and PELSB subject-assignment records and reports FTE per 1,000 adjusted ADM. Source-invalid assignments, incomplete reporting and missing teacher-subject data are shown as source gaps rather than estimated.
Open Enrollment and mobility retain IN, OUT and NET direction. The normalized Insights measures use the applicable flow divided by MDE total enrollment times 1,000, and require both the flow and denominator to be reportable. Geographic-neighbor context comes from the district boundary service; adjacency is analytical context, not a legal boundary determination or a claim that neighboring districts operate alike.
Finance and denominators
Financial Profile measures are UFARS-derived public reporting measures. Source-published amounts and per-ADM values are displayed on their source basis. ADM means Average Daily Membership; Adjusted ADM is the published funding/reporting membership measure used by many Financial Profile per-ADM values. General Fund is the fund classification used by the source. A source-published per-ADM value is not recomputed from a different enrollment field.
Financial Overview, Revenue and Spending use the Financial Profile's fiscal-year records and General Fund categories. Revenue per ADM and spending per ADM retain the denominator supplied by the source when it is published; DRC does not replace a source denominator with a nearby enrollment field. Financial Trend uses the reportable sequence for the selected measure and fiscal year, so a missing year is a source gap rather than a zero or interpolated point.
Revenue Dependency uses Minnesota Department of Education Financial Profile Revenue Dependency data for FY2013–FY2025 where reported. Local means total local sources, not property tax only. Local, state and federal amounts and source-published shares are shown; per-ADM values appear when the source supplies them. Statewide values use the median of reportable districts for the exact fiscal year and share, with the reportable count shown.
Spending Profile uses Minnesota Department of Education Financial Profile Spending Profile data for FY2013–FY2025 where reported. It distinguishes operating spending, capital spending and Annual Debt Service. Annual Debt Service is annual principal, interest and payment activity; it is not total outstanding debt. Source-published per-ADM values are shown without substituting another denominator. Historical dollar charts can use the inflation control; capital spending is naturally uneven from year to year. Statewide medians use reportable values for the exact fiscal year and metric.
General Fund Financial Position uses the Minnesota Department of Education GNL035 Balance Sheet for FY2020–FY2025 where reported. It shows General Fund balance, unassigned, nonspendable, restricted, committed and assigned balances, cash, investments, total assets and total liabilities, plus Balance / operating expenditures and balance per adjusted ADM. Fund balance is an accounting balance, not cash on hand or automatically spendable reserves. Cash and investments are separate account classifications. Historical balance charts can use the inflation control; statewide medians use reportable values for the exact fiscal year and measure.
Special Education combines source-defined Financial Profile measures with the FY2024 Minnesota Department of Education Special Education Cross-Subsidies report, Tables 2 and 3. The district table excludes federal special education activity and its reporting method is not the comprehensive statewide calculation. Gross cross-subsidy, adjusted net cross-subsidy, expenditure, aid, WADM and coverage measures are kept distinct.
The Special Education views do not mechanically merge unlike source methods. Financial Profile values and the district cross-subsidy table have different source families, coverage and definitions. Gross and adjusted/net cross-subsidy values, categorical revenue, expenditure, aid and WADM remain separately labeled. The available FY2024 district cross-subsidy table is MDE's close approximation and excludes federal special-education expenditures and revenues; a higher or lower value is not a service-quality, compliance or efficiency conclusion.
Forecast & Scenario Lab starts with historical source-based values and applies user inputs such as revenue growth, spending growth, enrollment or balance assumptions through the displayed scenario mechanics. It does not load an adopted district budget, guarantee a result or predict future decisions. Its value is making assumptions visible and allowing a user to compare mathematical paths with the source history.
Inflation adjustment
When a qualifying historical dollar chart uses Adjust for inflation, DRC applies annual-average CPI-U, U.S. city average, All Items ratios. The ratio is CPI-U for the latest displayed year with a supported index value divided by CPI-U for the historical year. The displayed result is in constant dollars for that base year. The control applies to eligible historical dollar chart series, including the applicable Finance Trend, Spending Profile and General Fund Financial Position charts and financial context overlays. Source cards, source tables, counts, percentages, ratios, nominal staffing salaries and Insights finance metrics remain on their source-published nominal basis unless their specific chart says otherwise. CPI adjustment changes comparability of the display; it does not change an underlying source record.
Comparison methodology
The selected district is the reference district. Geographic neighbors come from the Minnesota School District Boundaries 2026 feature layer. Similar Districts use reportable enrollment, geographic area, student need and English learner factors, with optional local-funding and debt- service context. Custom Comparison uses the districts selected by the user. Peer lists are de-duplicated and exclude the selected district. Statewide medians and rankings use the reportable statewide population for the exact metric and period; they are not peer averages. Geographic boundaries support analytical comparison and are not legal boundary determinations.
Geographic Neighbors means districts identified as adjacent in the boundary-layer relationship used by DRC. Similar Districts use the displayed similarity dimensions, including enrollment, geographic area, student need and English-learner factors, with local-funding and debt-service context where the comparison logic includes it. Similarity is a way to choose a useful comparison set, not a claim that the districts are identical. Custom Comparison uses the districts the user selects, removes duplicates and excludes the selected district from its peer list.
Statewide comparisons use reportable districts for the exact metric and period. A statewide median is the middle reportable value, not a target or a weighted average; a statewide rank or position describes order within that reportable population. Changing the comparison population can change the median, rank, visual pattern and practical interpretation.
Insights methodology
Insights selects existing source-backed DRC measures. Themes organize those measures, while each exact-value row keeps its source definition, population, unit, period, source status and comparison status. The current registry contains 28 curated measures across Academics, Students, Enrollment, Staffing, Finance and Postsecondary. Reading is a parent concept with separate MCA Reading Proficiency and FastBridge Reading children; sharing a concept does not make them interchangeable. The workspace can compare up to six selected measures, preserves mixed units on separate scales and exposes the source report for deeper interpretation.
Insights uses source-backed observations and a comparison cohort. It does not create a synthetic district score, fill missing values, infer individual student linkage or merge unlike measures because their labels sound related. Derived values such as normalized open-enrollment flow, advanced-degree share or the complement of reportable consistent attendance are calculated only from documented, reportable source inputs. Source timing, population differences, suppression and small-N limits remain part of the evidence display.
The visual relationship view is descriptive and observational. It can help a user inspect a pattern or possible correlation across districts, but a visual association does not establish causation. Insights does not claim that one measure causes another. Review exact values, comparison membership, units, periods and the underlying source-domain reports before treating a pattern as a research question or policy conclusion.
Not reported identifies a value that the applicable source does not report for the selected district, period or measure. Suppressed, missing, not applicable and unavailable are source states, and the Report Card does not borrow a value from another period or population. A reportable district or measure has a usable source value under the applicable source's reporting and suppression rules.

Snapshot. Expand the two Academics tiles so Reading presents MCA Reading Proficiency followed by a district-level Early Literacy result. The Early Literacy value is a screened-student-weighted K-3 FastBridge aggregate for the latest complete school year and screening window; missing or suppressed grades are not inferred or converted to zero.
Insights. Organize Reading as a parent concept with separately selectable MCA Reading Proficiency and FastBridge Reading child measures. Each child remains one ordinary A-vs-B comparison measure; MCA and FastBridge are never combined into a synthetic Reading value. Mathematics remains MCA-only.
Academics. Add districtwide K-3 FastBridge Fall, Winter and Spring benchmark results to Reading. A combined timeline may show authentic annual MCA Reading proficiency and seasonal FastBridge percentages together without averaging them or treating the assessments as equivalent.
Evidence. Snapshot provides concise FastBridge timing, source and benchmark context while keeping screening distinct from MCA proficiency. Academics provides grade-level results, district-and-year-specific source links, original evidence identifiers, methodology and immutable fingerprints.

Insights. Add the sixth DRC tab as a new cross-domain Insights workspace for relationship analysis, with curated starting analyses and themes, editable Measure A and Measure B selections, additional comparison measures, exact-value tables, and descriptive relationship views. Similar Districts, Geographic Neighbors, and Custom Comparison groups are supported, including Start with Similar Districts and Start with Geographic Neighbors. The catalog now contains 28 measures across Academics, Students, Enrollment, Staffing, Finance and Postsecondary, including academic proficiency and progress, attendance, student need, discipline, enrollment movement, graduation, English-language proficiency progress, postsecondary outcomes, staffing, and finance measures such as operating revenue, operating spending, and instructional spending per adjusted ADM.
- Suggested analyses provide comparison groups and a configurable Measure A reference with additional comparison measures. Measure A is retained as the reference while each comparison remains separately identified.
- Each selected observation keeps source and timing information, population and unit definitions, reportability, suppression or unavailable treatment, and the route to supporting detail visible.
- Small-N protections suppress fitted lines and directional relationship language below the reportability threshold. Insights is descriptive and observational; it does not make causal claims, infer individual student linkage, or create a synthetic district score.
Staffing and shared experience. PELSB STAR Staff Employment staffing-stability data adds licensed-staff continuity where applicable. Shared district search and navigation, comparison behavior, exact-value and relationship views, six-theme support, modal and overlay presentation, and responsive layouts now provide a consistent DRC experience across all domains.
Analytics and evidence foundation. Canonical observations, typed reporting periods and cohorts, cross-domain evidence selection and alignment, and a shared visualization grammar now provide common structure for the migrated domains. The evidence layer preserves source definitions, source lineage, suppression and reportability states while explaining when periods or populations are aligned only for descriptive context.
Performance and loading. Route-first, dependency-aware loading prioritizes the requested or active report while preserving multidimensional cross-domain views. Inactive domain code and report data are deferred until after the active domain is ready; first activation is lazy, while idle or focus prefetch prepares later tabs. Domain loading is promise-cached, stale generations cannot overwrite a newer selection, and direct links no longer wait for unrelated tabs to load first.
Universal shell and direct links. Tool-wide district search, selected-district state and routing now live in the always-loaded shared shell. District search works when entering any domain directly, and Back/Forward, direct permalinks, report selection and Update report restoration are handled independently of Academics or another domain initializing first.
Themes and embed. Six curated DRC-only themes are available through stable numeric GET IDs t=0 through t=5; the IDs are immutable even though the user-facing selector and embed reference are alphabetized by theme name. Theme state is scoped to the DRC, persists in theme-aware permalinks and embeds, and uses an accessible native selector with WCAG-conscious palette and chart-role work. Host-page styling is not changed.
Academics and Finance. Proficiency Trend combines academic proficiency with Spending / ADM and Revenue / ADM in a multidimensional view. Inflation-aware financial context, exact published values, and the established MCA achievement-distribution semantic colors remain visible across the relevant reports.
New or expanded data sources. 26.9.3 adds the PELSB STAR Staff Employment continuity source family through the MN_EDU staffing-stability service. It reports source-defined licensed-staff continuity across current and prior school-year workforce snapshots, with source file lineage, numerator and denominator, small-cell handling and anomaly information preserved. This continuity measure is kept distinct from staffing level, FTE, ratio and staffing-mix measures.
