Enrollment vs Staffing Analysis

Staffing decisions are inseparable from enrollment. This explorer places Forest Lake Area Schools alongside neighboring and peer districts so residents can compare student enrollment, classroom teacher staffing, total reported staff, staffing intensity, and selected teacher-workforce characteristics using consistent public datasets.

Important context: Staffing is reported as full-time equivalent positions, or FTE, not simply a count of employees. A district can employ more people than its FTE total because part-time positions are combined into full-time equivalents. Staffing categories also depend on how districts classify and report positions, so broad patterns are more useful than small differences between districts.

What this tool compares: The peer views use 2024-25 NCES Common Core of Data district enrollment and staffing so student and staff measures come from the same reporting year and source. The teacher-workforce view uses 2024-25 Minnesota PELSB licensed-teacher data. The Forest Lake historical view uses MDE average daily membership reported in the district's audited financial statements. These measures are intentionally kept separate because they are not identical definitions.

How to Read the Results

Peer comparisons: NCES 2024-25 district data provide a common enrollment and staffing snapshot. Forest Lake is highlighted, and the peer median is calculated from the eight comparison districts without Forest Lake.

Staffing intensity: FTE per 1,000 students adjusts raw staffing totals for district size. It does not measure workload, class size, program need, efficiency, or service quality by itself.

Teacher workforce: PELSB licensed-teacher data use state educator reporting and are displayed separately from NCES classroom-teacher staffing because the underlying definitions are not identical for every district.

Historical enrollment: Forest Lake's 10-year series is MDE ADM from audited district reports. ADM is an enrollment/funding measure and should not be directly compared with the NCES point-in-time student count shown in the peer snapshot.

Why this explorer does not show one simple "staffing rank"

Districts differ in geography, grade configuration, special education needs, transportation, programming, contracted services, building structure, and how positions are classified. A lower or higher staffing ratio is not automatically better. This tool is designed to make the underlying differences visible so residents can ask better questions rather than reduce those differences to a single score.

What is outside the scope of the licensed-teacher view?

The PELSB teacher-workforce view focuses on licensed teachers. It should not be read as a complete employee census. Paraprofessionals, custodial staff, clerical staff, transportation employees, food service employees, and other nonlicensed positions are not part of that PELSB teacher series. The NCES total-staff view is broader and is shown separately.
