Neighboring Districts Employment Contract Comparison


This tool uses publicly adopted employment agreements to compare Forest Lake Area Schools with other Minnesota school districts. Salary figures come directly from the published agreements, while work schedules, leave, insurance, retirement contributions, and other provisions are shown separately whenever possible. Because districts use different job titles, classifications, salary lanes, steps, experience rules, and benefit structures, the tool allows users to select the relevant placement rather than attempting to force unlike contracts into a single standardized model.

How to use this tool: Select an employee group first. The comparison-district list will automatically show only districts for which a relevant agreement is currently available. Each group has its own controls because salary schedules and position structures differ significantly among districts.

They do not establish actual placement, eligible service credit, total career experience, or a right to annual advancement. Hiring credit, omitted or frozen steps, performance requirements, position duties, and contract-specific placement rules may produce different results.




Important: Comparing employment agreements across school districts is inherently complex. Districts use different job titles, classifications, salary lanes, steps, experience-credit rules, work calendars, benefit structures, stipends, and eligibility requirements. This tool represents a good-faith, best-effort comparison of selected published provisions and is provided for illustrative and educational purposes only. It is not expected to be comprehensive, should not be treated as a determination of any employee's actual compensation or total benefit value, and may not capture every exception, memorandum, side agreement, placement rule, or position-specific responsibility. Users should review the complete source agreements, and the original contracts control in all cases.

Taken together, these comparisons illustrate the incredible value Forest Lake Area Schools receives from the people who serve our students. Across employee groups, Forest Lake remains competitive while benefiting from experienced teachers, paraprofessionals, transportation staff, school leaders, administrators, and other professionals who perform essential work every day.

Compensation is only one part of that value. The district also benefits when employees work collaboratively, resources are aligned carefully, and operational systems are designed to reduce duplication and make the best use of every available dollar. Those efficiencies are not abstract accounting exercises. They create more capacity for classroom instruction, student support, safe and reliable transportation, effective school leadership, and the programs and services students need.

A well-run school system respects its employees and remains disciplined about how resources are used. When we improve efficiency without diminishing the quality of education or the support provided to staff, the direct beneficiaries are our students. That is the standard Forest Lake should continue to pursue: strong employees, responsible stewardship, and more resources reaching the classroom.

Transparency matters: Some school districts do not make all employee agreements readily available for public review, which can make meaningful comparison difficult. Forest Lake no longer takes that approach. As Board President, I authored a policy requiring district employment agreements to be published online, and the current contracts can be found on the district's employment and benefits page. Making these records easy to find allows employees, families, taxpayers, and the broader community to understand how public resources are being used.

North Branch Area Public Schools

Reference notes: St. Francis Area Schools provides an unusually complete set of current employment agreements for public review, allowing this tool to include principals, teachers, bus drivers, directors, and the superintendent. The Anoka-Hennepin and Chisago Lakes paraeducator agreements begin July 1, 2026, while the currently loaded Forest Lake paraeducator agreement ends June 30, 2026. The tool therefore displays the Anoka-Hennepin 2026-27 schedule without calculating a misleading cross-year Forest Lake difference. The Mahtomedi principal agreement is available only through 2025-2026, so that comparison does not extend into 2026-2027. Its Senior High School Principal schedule begins at Step 3. The White Bear Lake paraeducator agreement supplied is the 2023-2025 agreement, so that comparison is intentionally limited to 2024-2025 rather than carrying expired wage rates into a later year. Stillwater teacher comparisons use the final 2025-2026 schedule effective October 15, 2025 and the published 2026-2027 schedule. Stillwater paraprofessional comparisons use the published class schedule and show health-care and longevity additions separately. Director and superintendent comparisons separate base salary from additional compensation whenever the contracts use stipends, deferred compensation, retirement-health contributions, or performance-dependent amounts.
