Open Enrollment Explorer
This explorer uses Minnesota Department of Education 2024-25 open-enrollment records to show how students move into and out of Forest Lake Area Schools and eight comparison districts. Because district size varies substantially, normalized rates are the default view; reported student totals remain available for context.
How to Read the Results
Normalized view: inbound, outbound, and net open-enrollment counts are shown per 1,000 students enrolled in the district. This keeps a district with 38,000 students from appearing automatically larger than a district with 3,000 students.
Direction matters: "Inbound" means a student resides in another district but attends the selected district. "Outbound" means a resident student attends another district through open enrollment. "Net" equals inbound minus outbound.
Enrollment denominator: the 2024-25 MDE October 1 district enrollment count is used for the normalized comparison. It is a transparent scale measure, not a claim that every enrolled student is eligible for open enrollment.
